I agree with the points raised by Mr. Liraz. However, with regards to the failure of the US financial sectors, there were regulations that required mortgage bank to disregard purly financial criteria in favour of affirmative action. that is, they were required not to rwjwct mortgage applications from minority groups even when thos applicants could not meet the financial requirements.
A big problem both in the U.S. and Israel is that most of the regulators are either drwan from the financial sectors (such as the U.S. secretary of the treasury) or move to the financial sector a short while after completing their goverment positions (such as many of the high ranking officials in the Israel finance ministry). Such a situation create a conflict of interest and hence, a failure of the regulatory system.
